National Academy Press
Contains more than 2,800 reports, e-newsletters and journals from US National Academy of Sciences, the National Academy of Engineering, the Institute of Medicine, and the National Research Council are available for free online reading and .pdf or .txt downloads

Directory of Open Access Journals (DOAJ)
Developed by Lund University Libraries and supported by the Information Program of the Open Society Institute ( http://www.osi.hu/infoprogram/ ), along with SPARC (The Scholarly Publishing and Academic Resources Coalition, ( http://www.arl.org/sparc ). The directory contains information about 350 open access journals, i.e. quality controlled scientific and scholarly electronic journals that are freely available on the web.

World Development Sources (World Bank)
World Development Sources (WDS) is a web based text search and retrieval system which contains a collection of over 6,000 World Bank reports most of which are scanned and are available in imaged format, which you can access via a web browser and search through a multi-field search engine. These include Project appraisal reports, Economic and Sector Works, Evaluation reports, studies and working papers.
